Telegram is a messaging application, you can send messages, photos, videos and files of any type (doc, zip, mp3, etc), as well as create groups for up to 200,000 people or channels for broadcasting to unlimited audiences.
There are various problem comes when you try to login into your account, you can check below given solution for your specific problem
1 If you didn't get a login code on your phone
If you are logged in on another active device, it will send the login code to you via Telegram, and not SMS. Simply check one of the other devices you're logged in on.
2 If you don't have access to another device
If you are unable to check another device, you can tap the "Haven't received the code?" button to request the code to be sent via SMS. And if that doesn't go through for some reason, you can also choose to have the code via phone call.
3 Send mail to Telegram
If you are unable to receive code you can send mail to Telegram via your mail, when you are unable to receive code you need to click on "Didn't Get the Code" then you will be asked to choose your email application, when you will choose the application you will be directed on your email page just click on send button.

5 If getting message "Too many attempts"
If you receive an error message"Too many attempts, please try again later", it means that you have attempted to log in too many times. In the case of logging in, you must wait 24 hours to try again.
6 How to log out from stolen phone
If you have the access of your telegram in another device you can log out from your stolen phone for that you need to go to your telegram setting and then go to active sessions and then click on "Terminate" button which appears on right side of the listed device.
